Hi John,
In PhotoShop I duplicated the Background, converted that layer to gray scale, applied the Radial Filter, added a mask to the background copy, then used the black paint brush to paint the Angel to reveal the sharp color image below. I then added a Levels Layer to do some final adjustments. The last step was to Flatten the image, put a frame around it and sharpen it.
